THE FORMATION OF PUBLIC MANAGERS IN THE OPEN UNIVERSITY SYSTEM OF BRAZIL - A DECADE OF PNAP

Abstract
The National Public Administration Program (PNAP), created in 2009, was an initiative of the Coordination for the Improvement of Higher Education Personnel (CAPES), within the scope of the Open University System of Brazil (SisUAB), in partnership with several institutions of research and teaching (IRT), with the objective of strengthening public administration in the country. This paper discusses the relevance of shared management between CAPES, UAB and IRT, in the implementation and execution of the PNAP. The paper will present, using information from CAPES itself (SisUAB), the execution of the PNAP in the first decade (2009-2020) of its creation. In this period, a total of 66 IRT offered 109,746 enrollments, distributed in Public Administration (baccalaureate, 36,148 vacancies), Specialization in Public Management (26,855 vacancies), Municipal Public Management (21,958 vacancies) and Public Health Management (24,785 vacancies). According to the data presented in this study, it is possible to evidence expressive results about the contribution of the PNAP in the training of human material for the field of public management in the country.
